Home energy saving support for residents

We are committed to supporting residents to increase the energy efficiency of their homes and to reduce energy bills, all whilst reducing carbon emissions, through a process known as 'retrofit'.

The support available through our retrofit programme for the coming Winter 2024/25 is set out below. The Greener Futures service is catalysing the installation of energy saving retrofit measures in both domestic and non-domestic buildings, which together make up 60% of Surrey's emissions.

Action Surrey

On domestic retrofit, the Surrey Consortium, made up of Surrey County Council and our eleven District and Borough Council partners, continues to deliver the Government-funded Home Upgrade Grant (HUG2) scheme, targeted at off-gas low-income households, in partnership with our contracted delivery agent, Action Surrey.

If you'd be interested in submitting an application you can visit the Action Surrey website or call 0800 783 2503, for free-of-charge impartial advice and to find out if you're eligible for support.

Home Energy Advice Team and One-Stop Shop

The Home Energy Advice Team (HEAT) service continues with plans to deliver in-person energy advice and thermal imaging surveys to thousands more households by the end of March 2025.

Over 650 households have benefited from the scheme as of September 2024, with a satisfaction rate of 4.9/ 5. The initiative has strengthened our collaboration with a range of community partners.

The sister initiative of HEAT has also now launched, namely the Home Energy Improvement One-Stop Shop service. This scheme is a partnership with home energy improvement experts Furbnow, and eligible households can access discounted Whole-House Assessments and Home Energy Plans, along with further discounts on project management fees if they proceed to installation of measures.

Home Energy Improvement Guide

We have also been working on a new Home Energy Improvement Guide for residents, due to launch in early 2025. The guide will allow households to explore three common Surrey housing types and 'packages' of appropriate retrofit measures for each type, tailored to varying household budgets, motivations and circumstances.

The guide also provides the practical next steps residents can take to improve the energy efficiency of their homes. We hope the resource will raise awareness of retrofit and provide confidence in decision making on installing energy efficiency measures. Check back for future updates.

Energy Advice Tool

The online Energy Advice Tool can help any Surrey resident with their energy use. Answer a short series of questions and we'll provide you with information tailored to your personal circumstances. Based on the answers you give, you will receive information on grants, support and advice and non-financial help on a range of topics including:

  • Find free or part-funded schemes to make your home more energy efficient
  • Signpost to debt relief grants
  • Where to find additional services such as clothes and food banks
  • Fuel vouchers

The tool will be updated regularly with new schemes and offerings, so check back regularly for updates.

Warm Welcomes

If you are interested in finding out more about the support available over a hot drink. We will also run in-person sessions which can help with the Energy Advice Tool throughout our Warm Welcome network.

Solar Together

The registration period for Phase 3 of our highly successful Solar Together Surrey scheme closed on 13th September 2024, with solar photovoltaic (PV) and battery installations due to take place between October 2024 and March 2025.
