Energy Company Obligation and GB Insulation home energy efficiency schemes

Overview

The Energy Company Obligation (ECO4) and Great British Insulation Scheme (GBIS) are government energy efficiency schemes administered by Ofgem. Both schemes are due to run from 1 April 2022 to 31 March 2026.

Both schemes have 'Flex' mechanisms which enable local authorities to participate in helping eligible residents access the support on offer. This includes a range of home energy efficiency measures to help reduce the cost of keeping warm and well.

Eligibility

You may be eligible for ECO4 Flex or GBIS Flex if you live in Surrey and are:

  • a homeowner, private tenant or landlord (landlords may be asked to contribute to the cost of installed measures)
  • live in a home with an energy performance rating of D to G
  • have a household income below £31,000 per year
  • identified by your doctor or GP as having a health condition which may be made worse by living in a cold home
  • identified by us as a vulnerable household which is not eligible under any other scheme

A survey of your property will need to be done to determine suitable measures and other criteria. Not all properties will be eligible.
