Building the right homes with the right support in Horley

New supported living accommodation under construction

We want everyone in Surrey to be able to live their best life. And where people live plays a big part in how they live.

To address this, we have produced the Right Homes, Right Support Strategy (PDF). This strategy outlines how we plan to help those who have support needs but can't access the right accommodation.

Supported Independent Living accommodation is purpose-built housing for working-age adults with additional needs. It allows people to have a place they can call home. It can offer better outcomes than traditional residential homes. Individuals receive all the care they need from visiting support workers.

Our first Supported Independent Living development project is currently underway in Horley. Much work has already been completed despite the poor start to the summer weather. This progress was noted by Sinead Mooney, Cabinet Member for Adult Social Care. During her recent site visit, she expressed her hopes to welcome the first tenants by autumn 2025.

Once completed, the development will feature homes for 16 residents. These homes are being constructed on the edge of Horley town centre and will have access to outside space. The development will include six self-contained one-bedroom flats, plus two townhouses. Each of the houses will feature five en-suite bedrooms with shared lounges and kitchens.

Accessibility needs of residents and visiting care workers are key to the design. Both shared houses are suitable for wheelchair users. The flats are either wheelchair-ready or can be easily adapted.

The intention is that residents will stay in their homes for the medium to long term. They will build their independence with the help of staff and assistive technology. Surrey residents with eligible care needs who are supported by the County Council for a learning disability or autism will be considered for tenancies.
