Surrey County Council, in partnership with Surrey's three leading universities – Royal Holloway, University of London; University for the Creative Arts; and the University of Surrey – is proud to announce the launch of a new Civic Agreement for Surrey.
This groundbreaking initiative defines a shared commitment for the county council and our anchor universities to work collaboratively in the interests of the wider Surrey community - ensuring that no one is left behind.
The first iteration of the Civic Agreement for Surrey was signed in September 2024 at the Surrey History Centre in Woking.

What is the Civic Agreement for Surrey?
The Civic Agreement for Surrey is a commitment to working together to bring about real and positive change to the people who live, learn and work in our communities.
Surrey County Council and the county's three leading universities believe we can do this more effectively through shared objectives.
The Civic Agreement for Surrey defines our shared priorities, program objectives and the work we aspire to undertake in the interests of the Surrey community.
These shared priorities are:
- Growing a sustainable economy so everyone can benefit
- Tackling health inequality
- Enabling a greener future
- Empowered & thriving communities
