About the role

It's an exciting time to join the council as we embark on a new era with our new incoming Chief Executive, Terence Herbert. We are now looking for a highly motivated, professional and enthusiastic Executive Director and S151 Officer to lead our finance and corporate services teams.

We are in a good place financially, and being responsible for a budget of £56.3m, you will have significant opportunities to influence the wider organisational spend through the initiatives delivered within your service area. As the S151 officer, your primary role will be to ensure the effective financial management of public funds, keeping the council's financial integrity safe by ensuring transparency and accountability is taken in all finance decisions.

This is a sizable role where you will have responsibility and the opportunity to shape the future direction of the finance and corporate services functions by managing the 7 functional leads who are responsible for over 300 employees. These include:

  • Director of Finance - Corporate and Commercial
  • Director of Finance - Insights and Performance
  • Director of Procurement
  • Director of Law and Governance (Monitoring Officer)
  • Director of Strategy and Policy
  • Chief Internal Auditor
  • Chief of Staff to the Chief Executive

You will play a key leadership role as part of the Corporate Leadership Team where you will provide expert professional advice to the Chief Executive, Leader and members and work with other Executive Directors to engage Cabinet, partners, and colleagues across the organisation to set and deliver the vision of Surrey.

About you

This is a big role and a fantastic opportunity for someone to influence and create a brighter future for the residents of Surrey.

You will be an experienced finance leader with a good understanding of local government, and the issues facing the sector and the wider economy. You'll need to be a team player as you will work closely and collaboratively with all directorates across the organisation to drive innovation and performance.

Being a people leader who is dynamic and visible will be crucial in managing such a large team and ensuring a culture of performance excellence and accountability is embedded.

You will have the opportunity to use your professional accountancy qualification and experience across the full breadth of financial responsibilities.
