This position is a fixed term contract/ secondment opportunity until 31st March 2025.

We are excited to be hiring a new Operations Project Manager to join the fantastic Changing Futures team at Surrey County Council. The Project Manager will support the operational management of the Bridge the Gap specialist outreach service for adults experiencing multiple disadvantage. Bridge the Gap is an alliance of twelve VCSE organisations providing this specialist service across the county to improve the lives of residents experiencing multiple disadvantage including concurrent and compounding complexities such as homelessness, substance use, domestic abuse, criminal justice involvement and mental health challenges.

Changing Futures is funded by the Ministry of Housing, Communities and Local Government (Changing Futures: prospectus - GOV.UK (www.gov.uk). You will be required to provide inspirational leadership and champion the principles and values of the Changing Futures programme including working in partnership with our voluntary and community partners, the Changing Futures Lived Experience and Recovery Community and other key partners.

The primary base for this position is Surrey County Council's Head Office at Woodhatch Place in Reigate. However, hybrid working is feasible where the role objectives can be met however the role holder will be required to work from any sites across the county and ability to travel is essential.

About the Team
You will have the opportunity to be part of a fun, collegial, committed, and vocational team. As part of a national programme you will have the opportunity to help shape policy at national level by collaborating with 14 other Changing Futures areas in the country with access to a national level of learning events. The team strives to uphold the behaviours and values of the Surrey Changing Futures principles co-developed by our experts by experience and practice them when working with partners across the system and when attending strategic and operational meetings to promote the service and principles of the Changing Futures programme. 

About the Role 
You will provide operational guidance and support to the Bridge the Gap Outreach team and be responsible for fostering a culture of cohesion and connectedness within a diverse workforce whilst supporting the continuous improvement of operational policies and processes, including but not limited to referrals and allocations, case management and flow, workforce wellbeing, competency training, safeguarding and risk management. Continuously being guided by the core principles and values of Changing Futures and working with peers and experts by experience, activities will include:

  • To co-chair the Referral and Allocation Panel
  • To develop trauma informed relational models of working including fostering a person centred culture of 'doing with' not 'doing to'. 
  • To support case management and review process, identifying outcomes and issues. 
  • To develop robust processes and policies 
  • Recording and monitoring for evaluation
  • To share competencies and learning across the workforce
The role requires skills in strong leadership, influencing and negotiating when working with partners to promote reasonable adjustments, commitment and action for clients from a diverse range of partners and people including those outside the direct sphere of influence with differing perspectives. 

You will be required to represent the Changing Futures programme and the clients supported in various local and national forums therefore will be highly organised and an effective communicator at all levels.

  • Passion and commitment to drive forward Surrey's ambitions for Changing Futures and the drive and insight to make the mission a reality. 
  • Experience of operational management of services for individuals experiencing multiple disadvantage including a sound experience of working in related fields examples such as Substance Use, Mental Health, Housing, Probation, Health and Social Care.
  • Experience of building partnerships and working collaboratively with others. 
  • A high level of safeguarding knowledge and competencies.
