This role has a starting salary of £40,296 per annum, based on a 36 hour working week.

This is a fixed term contract/ secondment opportunity until 31st March 2025.

We are excited to be hiring a new Commissioning Officer to join our fantastic Children's Corporate Parenting Commissioning Team. The role will be on a hybrid basis which means a blend of working from home and our Woking office.

About the Team
The Corporate Parenting Commissioning Service plays a key role in supporting our statutory responsibility to ensure we have sufficient accommodation and support for looked after children and care leavers in Surrey. This aligns to our ambitions of working towards 80% of children in care living in Surrey by 2030 and 60% of care leavers living in Surrey by 2025.

Alongside supporting this statutory duty, the team also focusses on developing and implementing innovative and effective routes to market, that increase compliance, whilst aiming to secure the best possible outcomes and value for money, for the following externally commissioned service areas: foster care; residential children's homes; supported accommodation for young people; statutory support services; and short breaks services for children with disabilities.

In addition to this, the team also supports a number of current transformation projects, capital projects and new initiatives funded by external grants. 

About the Role
This role will provide you with the opportunity to develop your commissioning and project management skills within a supportive and friendly team environment.
  • On a day to day basis you will be involved in the following activity:
  • Supporting work on all aspects of the Commissioning cycle
  • Writing high quality reports based on complex qualitative and quantitative data to help inform change
  • Lead on contract management activities ensuring Surrey's children are receiving high quality, safe and effective services
  • Reviewing, interpreting and advising on commissioning and contract queries in partnership with Procurement, Legal and Finance colleagues to provide pragmatic problem-solving solutions
  • Working on commissioning projects from start to finish ensuring stakeholders are communicated with in a timely way
  • Supporting co-design and co-production activities with children, young people, families and charity organisations, to help develop and shape any future provision

The role will focus on the delivery of existing contracts for some of our support services, of which you will be the lead. Additionally you will benefit from supporting a Senior in recommissioning activity of one of our larger projects. The needs of Children and Young People will need to be at the heart of all of your work.

Shortlisting Criteria
We are looking for someone who can demonstrate that they are able to develop relationships and networks to work effectively to implement change. You will have experience of public sector accountability and be able to influence at a strategic level.

To be considered for shortlisting for this position, your application will clearly evidence the following:
  • Degree qualified or significant vocational experience within commissioning and an understanding of the commissioning cycle
  • Experience of successfully working on, and delivering, multiple concurrent projects from start to finish including risks and issues management
  • Experience of engaging with multiple stakeholders
  • Demonstrable problem solving skills with the ability to use initiative to independently devise, develop and implement beneficial changes
  • Experience of complex data analysis and strong written report writing skills
  • Excellent communication and interpersonal skills, including facilitation and presentation skills that have influenced positive change

Please note, the contractual location for this role is currently Quadrant Court, however it is our intention to move within the local area to Victoria Gate in Central Woking later this year.
