Introduction

The deadline for requests for new parking controls to be considered as part of this parking review was at the end of November 2020. We assessed the requests based on road safety, accessibility, congestion, the possibility of just displacing a problem and how many people supported the change. Once this process had been completed, we created a report of prioritised recommended parking changes for the borough.

Committee authorisation

Our report of recommendations was approved by the local committee on 14 July 2021 (see item 10). The committee also added a scheme to introduce an overnight heavy goods vehicle parking ban on Redhill Road, Cobham, and a scheme to revoke some existing double yellow lines in Avondale Close, Hersham.

Informal consultation

We have recently completed informal consultations for potential parking schemes at a number of sites across Elmbridge. These consultations closed on 29 October, and a report outlining the results and decisions (PDF) is now available to view or download. The locations are listed below, along with the decision.

  • Ferry Road, Thames Ditton - proceed to advertisement, with changes.
  • School Road and Challoners Close, East Molesey - proceed to advertisement, with minor change.
  • Dalmore Avenue, Claygate - proceed to advertisement, with minor change.
  • Cricket Way, Weybridge - proceed to advertisement, with change.
  • York Road and South Road, Weybridge - proceed to advertisement, without change.

Advertisement and objections

On 8 April we advertised our intention to introduce our latest parking proposals by placing a press notice in the Surrey Advertiser. Around the same time we made physical copies of the proposed orders available for inspection at local libraries and council offices, erected street notices at affected locations, and wrote to properties fronting any proposals in order to raise awareness of them. There then followed a period during which we accepted public comments and objections which closed on 13 May.

Full details of the advertised proposals are still available to view in the documents attached at the bottom of this page, with the statement of reasons being the primary document, and the drawings showing what is described in the statement of reasons. The drawings are provided in packs according to county division, and ordered by town and drawing number within each pack (the same order as given in the statement of reasons).

Approval

We received over 500 responses to the advertisement, all of which have now been read and analysed. As a result of feedback to the proposals, we wrote to residents of School Road and Challoners Close in East Molesey to invite comments on a revised proposal there, for which the closing date for feedback was 17 October. All of the final decisions have now been made, and you can view the details in the report and revised drawings (where applicable), below. Note: no drawings are provided for withdrawn proposals.

Anyone who raised a comment or objection will receive a letter or email to advise of the outcome. There is no 'appeal' stage.

Implementation

We carried out detailed design for the new signs and lines, and our contractors implemented the changes on site. Signing was completed in April 2023, and the vast majority of lining was complete by October, although some snagging wasn't completed until June 2024.

The new traffic regulation orders came into effect on 1 April 2023, and the new permit schemes went live on 26 June 2023.
