There are a number of stages involved in the review as shown above. The current stage is: Implementation.


Introduction

The deadline for requests for new parking controls to be considered as part of this parking review was August 2022.

We carried out site visits and assessed the requests based on a number of factors, including road safety, accessibility, congestion, the possibility of just displacing a problem and how many people supported the change.

Officers have discussed the requests with county councillors, and reached agreement on what proposed changes to the existing parking controls and restrictions to take forward in each division.


Authorisation

Having discussed and agreed the proposals with county councillors, authorisation to advertise our intention to make the changes has been granted by the Parking and Enforcement Team Manager.


Advertisement and objections

We accepted feedback to our latest parking proposals from 24 October 2023 to 1 January 2024, and considered the feedback received before making the final decisions about them.

The advertised documents are still available on this page for reference. To find out what was advertised, please refer to the statement of reasons (PDF), and then to the relevant drawing pack - there's one for each division - linked at the bottom of this page. The drawings are arranged within each pack in the same order as they are given in the statement of reasons.

As part of the advertising process, we took steps to make people who may be affected by the proposals, aware of them. We erected street notices at affected locations and wrote to properties fronting any proposed new restrictions. On 24 November we published the required formal legal notice in the Surrey Advertiser and made copies of the proposed traffic orders, the statement of reasons and the drawings available for inspection at the council offices and libraries.


Approval

We received around 400 responses to the advertisement, all of which have now been read and analysed. The final decisions have now been made, and you can view the details in the report and revised drawings (where applicable), below. Note: no drawings are provided for withdrawn proposals.

In July 2024, we wrote to anyone who raised a comment or objection to advise of the outcome. There is no 'appeal' stage.

Please note, we have made a small change to the scheme in Ashley Park Avenue, Walton - not shown in the documents above - where the proposed car club bay has been replaced with an additional electric vehicle charge point bay. A car club bay may be installed at a later date when the adjacent development comes forward.


Implementation

We have completed 'detailed design' for the new signs and lines required and placed a work order with our contractors. As of mid November 2024, the signing work is complete, and the lining work is around 50% complete.

We have finalised the traffic regulation orders, and published a 'made notice' in the local press. The made orders came into operation on 16 September 2024.

Once the traffic orders are made, and the new signs and lines are in place, the new restrictions will come into effect.
