Surrey County Council's responsibilities in respect of parking include on street parking provision, civil parking enforcement, residential parking, Park and Ride in Guildford and parking demand management. These are discussed in our Parking Strategy (PDF).
The Parking Strategy sets out the statutory framework, the challenges, and the county council's aims, objectives and preferred strategy approach in this area. It was updated in January 2020 in order to take account of changes to national legislation, new technology, environmental considerations and to reduce dangerous parking and help keep traffic moving on Surrey roads.
Whilst the borough and district councils have responsibility for planning applications and decisions, the county council produces guidance about how much parking should be provided when new developments are being built.
