Farnham town centre construction plan

A preliminary phasing plan has been developed by the project delivery team – including our contractor, Ringway. This plan will be continuously reviewed and is subject to change throughout the construction works. This will ensure it remains fit for purpose throughout the delivery of the improvements and minimises disruption to Farnham town centre.

As the project progresses, more information will be uploaded for each phase. Detailed information will be sent to residents and businesses directly impacted by the works in advance of each phase.

Winter and spring 2025

Phase one: Riverside and Borelli Walk

Improvements to Riverside Walk to support walking and cycling. Visit the Farnham Infrastructure Programme walking and cycling page.

  • Timing: expected to start in mid-January 2025 and last for 11 weeks.
  • Impacts: the footpath between Riverside car park and Brightwells Yard will be closed for the duration of the works, and a pedestrian diversion route will be in place.

Phase two: The Borough (Castle Street to West Street)

Changes to allow a right turn at the bottom of Castle Street and two-way traffic on The Borough between Castle Street and West Street, which is important to keep the town moving during the works. This will be a temporary layout, which be made permanent in phase nine. This phase includes the removal of the traffic islands at the top of Downing Street.

  • Timing: expected to start in mid-February 2025 and last two weeks.
  • Impacts: there will be temporary traffic lights which will remain in place until permanent lights are installed in phase nine, and some overnight road closures when a traffic diversion route will be in place.

Phase three: Downing Street from Longbridge to Lower Church Lane

Changes to facilitate making Downing Street two-way between Longbridge and Lower Church Lane to allow cars to access Waggon Yard car park without needing to travel around the gyratory. Please note that this section of road will be opened to two-way traffic only following completion of phase four.

  • Timing: expected to start in March 2025 and last for eight weeks.
  • Impacts: there will be lane closures due to the pavement widening works.

Phase four: junction of Longbridge, Union Road and Victoria Road

Creating a new junction layout including signalised pedestrian crossings, wider pavements, and opening Downing Street between Longbridge and Lower Church Lane to two-way traffic.

  • Timing: expected to start in late-May 2025 and last for eight weeks.
  • Impact: it will mostly be daytime working with some traffic management. There will be night road closures at the beginning and end of the phase, when a diversion route will be in place.

Summer and Autumn 2025 (detailed planning in progress)

Phase five, part a: Lower Church Lane

Improving the pedestrian crossing at the junction of Lower Church Lane with Downing Street.

  • Timing: expected to take place in summer 2025 and last two weeks. This phase is to be delivered concurrently with phase five, part b.
  • Impacts: it is expected that there will need two nights of closure with residential access only. Works will be during school holidays to avoid disruption to St Andrew's School. There will be limited access to Waggon Yard car park, residents will be contacted closer to the time with access arrangements.

Phase five, part b: South Street

Resurfacing of South Street and Union Road, improvements to the South Street and Union Road junction and installation of a zebra crossing between Borelli Walk and Gostrey Meadow in South Street.

  • Timing: expected to take place in summer or autumn 2025 and last four weeks. This phase is to be delivered concurrently with phase five, part a.
  • Impacts: details to be finalised but expect impacts to night traffic (8pm to 6pm).

Phase six: top section of Downing Street, the junction with West Street and the south side of West Street

Full closure of the top section of Downing Street for pavement widening and street improvements.

  • Timing: expected to be in late summer or early autumn 2025 and last 10 weeks. There will be no works over the Christmas period.
  • Impacts: there will be a traffic diversion route in place and arrangements for resident and business access, including deliveries, which will be communicated nearer the time.

Works in 2026

  • Phase seven: Downing Street between the junctions with Upper Church Lane and Lower Church Lane, expected to be winter 2026 after the Christmas break.
  • Phase eight: Victoria Road, expected in winter 2026.
  • Phase nine: north side of West Street and The Borough between Downing Street and Castle Street, expected in spring 2026.
  • Phase 10: Castle Street from Park Row to The Borough, expected in summer 2026.
  • Phase 11: The Borough from Castle Street to Royal Deer junction, expected in summer 2026. A diversion route will be in place.
  • Phase 12: Royal Deer junction, expected in autumn 2026.
