The Guildford Town Centre Transport Package (TCTP), was identified as a local road network infrastructure project in the Guildford Borough Infrastructure Delivery Plan. It includes the following projects:
Replacement Walnut Bridge scheme
The existing bridge over the River Wey was replaced with a new, wider bridge designed to cater for higher flows of pedestrians and usage by cyclists. for non-motorised users, linking Guildford Rail Station to the Bedford Wharf area. The scheme was delivered by Guildford Borough Council in 2022.
All other elements of the Guildford TCTP have been progressed and delivered by Surrey County Council, details below:
Walnut Tree Close one-way traffic restriction
From November 2020 to February 2021, a trial one-way traffic restriction was installed on Walnut Tree Close. The restriction permitted vehicle traffic to travel northbound only along a section of Walnut Tree Close/Woodbridge Meadows, between Kernal Court and a new turning facility just north of Woodbridge Meadows Car Park.
Bicycle users continued to be able to travel in both directions along the full length of Walnut Tree Close by using a protected cycle lane within the one-way section of road.
The one-way measures along Walnut Tree Close were removed following the completion of the trial to allow for construction work to take place on Walnut Bridge. This was followed by a second 6-month trial which started in May 2022 in order to take account of the impact of Covid-19 restrictions on local traffic during the first trial.
The changes in travel patterns along the road and around Guildford during the trial period were reviewed to assess the impacts of the traffic restriction on the surrounding highway network. This was followed by a decision by elected members to make the restriction permanent.
Guildford College Link+
Delivered between 2020 and 2022, the Guildford College Link+ is a cycle and pedestrian link through residential roads.
This includes the provision of directional signs, new controlled crossings, shared footways and is complemented by a 20-mph speed limit. Combined with the new Walnut Bridge, this provides a safer pedestrian and cycle connection between Guildford train station and Guildford College.
The last section of the scheme involves the introduction of quiet mixed traffic streets between Bedford Road and Stoke Road, a section of which goes through a footpath and is subject to the grant of a cycle track order by the Secretary of State.
Millbrook car park junction
Completed in May 2018 improvements to the Millbrook car park junction removed the requirement for vehicles exiting the car park to circuit the Guildford gyratory. The scheme involved reconfiguring and partially signalising the junction to enable traffic to turn right when exiting the car park, therefore easing the pressure on the gyratory and making the car park more attractive to potential users.
A25 cycle corridor
Pedestrian and cycle facilities were improved in 2014/15 along the A25 as part of the Local Sustainable Transport Fund, however there were a number of areas along the route that could not be upgraded to a desirable standard at the time. The TCTP A25 cycle corridor project aims to fill the gaps between Dennis roundabout and Boxgrove Crossroads roundabout by creating a continuous shared use provision. Most sections have now been delivered to the exception of the A25 North outside the Ladymead retail centre which is programmed for completion in 2024/25.
A25/A320 Stoke Crossroads
Delivered in 2019, the A24/A320 Stoke Crossroads scheme improved provision for pedestrians and cyclists, bus priority, and reduced the number of pedestrian and cyclist casualties.
A3100 London Road between London Road Rail Station and Boxgrove roundabout
