Temporary Prohibition of Traffic Order (No.2) 2024

On 01 May 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of;

(a) Church Street (B284) Epsom as extends from its junction with (A2022) Upper High Street and (A24) High Street to its access point with the entrance to "Pit Place" Church Street;

(b) Revoke "The Surrey County Council Church Street (B284) Epsom Temporary Prohibition of Traffic Order 2023" in its entirety.

Alternative Route: (1) (B284) Church Street, (A24) High Street, (A24) Ashley Road, (B290) Ashley Road, and (B289) Downs Road;

(2) (B289) Downs Road, (B290) Ashley Road, (A24) Ashley Avenue, (A24) South Street, (A24) High Street, and (B284) Church Street;

(3) (A24) High Street, (A24) Ashley Road, (B290) Ashley Road, (D2129) Downs Hill Road, (B289) Downs Road, and (B284) Church Street;

(4) (B289) Downs Road, (D2129) Downs Hill Road, (B290) Ashley Road, (A24) Ashley Avenue, (A24) South Street, (A24) High Street, and (B284) Church Street;

(5) Church Street, Burgh Heath Road, (B288) Longdown Lane South, (A2022) College Road, (A2022) Alexandra Road, and (A2022) Upper High Street, or this route in reverse.

This Order is required to facilitate installation of road table works for, or on behalf of; (a) Surrey County Council and (b) to facilitate signalling works for, or on behalf of Yunex. For Part (a) These works are anticipated to be carried out over 1 night, between the hours of 7pm and 6am; and for Part (b) These works are anticipated to be carried out over 3 nights, between the hours of 8pm and 5am Monday to Friday, during the 6-month period of operation of this Temporary Order that commences on 03 May 2024.

Advanced warning signs will be displayed and will only operate when the relevant traffic signs are displayed.

Part (a): Access to premises within the affected length of road, including access by emergency service vehicles to these properties, will be maintained at all times, as will access for pedestrians and cyclists. All other traffic will be required to follow the alternative route described above.

Part (b): Access for pedestrians will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.
